Rule #1, disconnect everyone from Twitter. That would force people to go back to insulting each other one at a time (maybe a few more) face to face...problem solved. By the way, isn't this the one millionth time the company was going to "fix" this problem?
But things are a bit more complicated now, as Twitter increasingly plays host to bullies, harassers, Nazis, propaganda-spreading bots, ISIS recruiters, and threats of nuclear war. Twitter's toxic content problem isn't just bad for humanity—it's bad for business, because it drives people away from the platform.
