Uber Pleads With Users Deleting The App: 'We're Hurting'

Why is it that, only after being caught in another scandal, is Uber "deeply hurting" over the way it treated its employees. Why was there no effort to change this "abhorrent" behavior until they were publicly outed (again)? It seems a bit more like they are only sorry because they were caught.
